MANILA, Philippines — Department of Information and Communications Technology (DICT) intends to complete the first part of the National Fiber Backbone by the end of 2023. “We are on track to finish by the end of 2023 the National Fiber Backbone phase one, which will light up 28 nodes in Luzon,” DICT Secretary Ivan Uy
