COTABATO CITY — City Mayor Mohammad Bruce Matabalao, a former radioman-turned-politician, filed his certificate of candidacy on Saturday, seeking a second term in office. Matabalao was accompanied by his running mate, Johair Madag, and their complete slate for city councilors, who staged a motorcade around the city.
