Manila, Philippines — Local flights have been canceled on Wednesday as super typhoon “Goring” devastates parts of Northern Luzon, said the Manila International Airport Authority (MIAA). Based on the state weather bureau’s latest typhoon bulletin, Goring was last spotted 90 kilometers west southwest of Basco, Batanes, bearing maximum sustained winds of 195 kilometers per hour (kph)
