MANILA, Philippines — The state weather service on Friday warned of flooding in the northern areas of Luzon where Tropical Storm Goring (international name: Saola) is expected to trigger heavy rainfall. In an advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said downpours may cause rivers and tributaries downstream to swell and overflow.
